2. Staffing

The Code (subsection 27(9)) states that the Chief Commissioner may appoint such employees as it considers necessary for the proper conduct of its affairs and the employees shall be appointed under Part III of the Public Service of Ontario Act, 2006. The Ministry of the Attorney General is responsible for providing administrative support to the Commission to help it fulfill its mandate. Thus, the OHRC adheres to all Ontario Public Service (OPS) policies, directives and guidelines, including those for the management of human resources. The OHRC is administratively part of the Ministry of the Attorney General and works with the ministry to comply with all applicable OPS and Human Resources directives.

OHRC’s Current Organizational Structure

The OHRC’s mandate is the primary determinant for its current organizational structure which was determined in 2008 with the transformation of the Human Rights System in Ontario. The OHRC’s organizational structure is based on a complement of 49 full-time equivalent (FTE) positions (1 OIC and 48 staff). However, for several consecutive years the OHRC has used vacancy management as part of its approach to funding projects and initiatives due to budgetary pressures.
