Submissions

The OHRC regularly makes submissions to various levels of government (provincial, federal and municipal) on laws or regulations that are being considered.

These submissions generally involve looking at the draft laws from a human rights perspective. The OHRC also makes submissions to international bodies like the United Nations, to other organization’s consultation and research projects, and to legal commissions and inquiries.

In 2016, Mr. Matthew Green made a complaint under the former Police Services Act (PSA). He alleged that he was racially profiled by a police officer at the Hamilton Police Service. The complaint was dismissed by a hearings officer appointed by Hamilton’s Chief of Police.

March 5, 2026IntroductionThe Ontario Human Rights Commission (OHRC) welcomes the opportunity to offer this submission on a proposed regulation under the Education Act, which would govern requirements on school boards to provide local police services with access to school premises, permit local police services to access and participate in school programs, and implement school resource officer programs. This regulation allows police services to implement programs for students as young as three years old, without approval from a school board.
