1. Recommendations to strengthen the National Housing Strategy

   May 18, 2018 - Dear Minister Duclos and President Siddall: I trust this letter finds you well. The Ontario Human Rights Commission (OHRC) is committed to bringing a human rights perspective to government and community strategies aimed at addressing poverty, homelessness and hunger. I am writing today to commend the Government for introducing Canada’s first National Housing Strategy, and to make recommendations to ensure that it is meaningful, effective, and meets Canada’s obligation to progressively realize the fundamental human right to housing.

2. Submission of the OHRC to the UN Special Rapporteur on adequate housing

   Under Canada’s federal system of government, legal jurisdiction over human rights, including housing, divides between different levels of government – federal, ten provincial and three territorial governments. Municipal governments are a creation of provincial/territorial legislation. All three levels of government have responsibility to implement human rights norms and standards, including the right to housing.

3. Re: Sale of Toronto Community Housing Corporation scattered housing units

   January 12, 2012 - I am writing to express concern about the proposed plan to sell the TCHC’s scattered housing units. This plan has the potential to negatively impact individuals and groups protected by the Ontario Human Rights Code (the Code).

5. OHRC submission regarding Ontario’s next Poverty Reduction Strategy

   I am writing today on behalf of the Ontario Human Rights Commission (OHRC) about the government’s consultation on Ontario’s next Poverty Reduction Strategy (Strategy). The OHRC calls on Ontario to take a human rights-based approach to poverty reduction by entrenching the types of economic and social responses to COVID-19 into permanent solutions that will once and for all protect the well-being of everyone in our province.

   OHRC submission on Municipal Rental Replacement By-Laws

   The OHRC welcomes the government’s effort to address the housing crisis. As the government moves to implement More Homes Built Faster, it is vital to take a human rights-based approach to housing law, policies, programs and bylaws. This includes Ontario’s obligations under the Human Rights Code (Code) and recognition of the right to housing as affirmed in the National Housing Strategy Act.

   I am writing today to provide the Ontario Human Rights Commission’s (OHRC) perspective on the government’s consultation on increasing the housing supply in Ontario.

8. Submission of the Ontario Human Rights Commission to the Ministry of Municipal Affairs and Housing's long-term affordable housing strategy

   December 2009 - The Ontario Human Rights Commission (the “OHRC”), commends the Province of Ontario for identifying the need for a long-term affordable housing strategy. The development of such a strategy was one of the main recommendations coming out of the OHRC’s own housing consultation report, Right at Home. The OHRC is very pleased to contribute to the Province’s development of this strategy. This written submission complements Chief Commissioner Barbara Hall’s verbal input to the Ministry of Municipal Affairs and Housing’s roundtable consultation sessions held on both June 22, 2009 and November 3, 2009.

   October 31, 2014 - Dear Ms Leilani Farha, The Ontario Human Rights Commission (OHRC) welcomes the opportunity to make a submission in response to your survey regarding the responsibilities of sub-national governments with respect to the right to adequate housing.

10. OHRC Policy statement on human rights in COVID-19 recovery planning

    Engaging the human rights principles contained in the OHRC Policy statement on human rights in COVID-19 recovery planning will result in evidence- and human rights-informed approaches to recovery planning, policy and program design. Rooting the pandemic recovery in human rights principles and proactively taking equity into account will support governments and service providers in meeting their legal obligations to eliminate discrimination and advance substantive equality.
