Dear Minister Naqvi, I am writing today on behalf of the Ontario Human Rights Commission (OHRC), to express our concern about detention of non-citizens in Ontario jails under the federal Immigration and Refugee Protection Act (immigration detainees).
As you know, in my previous capacity as Executive Director of the International Human Rights Program at the University of Toronto Faculty of Law, I was the editor of a 2015 report on immigration detention (http://ihrp.law.utoronto.ca/We_Have_No_Rights).

Toronto — In recognition of International Women’s Day, the Ontario Human Rights Commission (OHRC) is calling for an end to sexualized dress codes that discriminate against female and transgender employees. The OHRC makes the call in a policy position on gender-specific dress codes released today.
In 2007, Ashley Smith died in federal custody in Kitchener, Ont., after spending extended periods of time in segregation (or solitary confinement). In 2010, Edward Snowshoe died by suicide while in custody in Edmonton, Alta., after spending 162 days in segregation. These cases have become emblematic of the incredible problems with the continued use of segregation in prisons.
March 8, 2016 - Through its public education, policy development, outreach and litigation functions, the Ontario Human Rights Commission (OHRC) continues to work with community partners to challenge gender inequality and promote and advance the human rights of women and trans people in Ontario. Here is some of the work the OHRC has done in the past year:
February 29, 2016 - The OHRC is concerned that segregation is being used in a manner that violates prisoners’ rights under Ontario’s Human Rights Code. As a result, the OHRC is calling upon MCSCS to end this practice and, in the meantime implement interim measures, including strict time limits and external oversight, to reduce the harm of segregation on vulnerable prisoners.
The Ontario Human Rights Commission (Commission) is concerned about the number of officers experiencing mental health issues and dying by suicide as a result of their policing work, and the barriers – such as widespread stigma about mental health issues in the policing community – preventing officers from accessing adequate support. We understand that you are preparing to launch a systemic review to examine the experiences and suicides of Ontario police officers with mental health disabilities, and commend you for working toward addressing this serious problem.
By way of introduction, I am the Chief Commissioner of the Ontario Human Rights Commission (OHRC). On December 16, 2015, the OHRC announced that it will use its mandate under the Ontario Human Right Code (Code) to examine the overrepresentation of Indigenous and racialized children and youth in the child welfare system.
March 8, 2016 - Some Ontario employers require female employees to dress in a sexualized or gender-specific way at work, such as expecting women to wear high heels, short skirts, tight clothing or low-cut tops. These kinds of dress codes reinforce stereotypical and sexist notions about how women should look and may violate Ontario’s Human Rights Code.
On November 11, 2015, the Ontario Human Rights Commission (OHRC) filed its own application with the Human Rights Tribunal of Ontario (HRTO) alleging discrimination in employment based on disability because of the Toronto Police Service’s (TPS) failure to include on its Memorial Wall officers who end their lives as a result of a mental health disability incurred in the line of duty.
