  3. Chapter 2 - Inquiry scope and process

    From: From Impact to Action: Final report into anti-Black racism by the Toronto Police Service

     

    OHRC’s mandate, past findings, and rationale for an inquiry into anti-Black racism in Toronto policing

    The OHRC is mandated to promote and enforce human rights compliance and accountability, expose and challenge systemic discrimination, and examine incidents or conditions of tension or conflict from a human rights perspective. The OHRC does this through education, policy development, public inquiries, and strategic litigation.1

  4. Chapter 4 - Consultations with Black communities, community agencies, and police

    From: From Impact to Action: Final report into anti-Black racism by the Toronto Police Service

     

    The OHRC held extensive consultations with a wide range of stakeholders. Members of Black communities and organizations serving Black communities were engaged through interviews, focus groups, and a policy roundtable with police leaders to discuss pressing policing issues and potential reforms. The OHRC  also interviewed TPS and TPSB leadership, and conducted a survey of TPS officers.

    This chapter provides a high-level summary of the results from these consultations, which also informed this final report and the recommendations.

     

  5. Chapiter 4 – Consultations auprès des communautés noires, des organismes communautaires et de la police

    From: De l’impact à l’action : Rapport final sur le racisme envers les personnes noires par le service de police de Toronto

     

    La CODP a tenu des consultations approfondies auprès d’un large éventail d’intervenant(e)s. Les membres des communautés et organismes noirs desservant les communautés noires ont participé à des entrevues, à des groupes de discussion et à une table ronde sur les politiques avec les têtes dirigeantes de la police pour discuter des questions urgentes liées aux services policiers et des réformes possibles. La CODP a également tenu des entrevues avec les dirigeant(e)s du SPT et de la CSPT, et a mené un sondage auprès des agent(e)s du SPT.
