This policy is about identifying and preventing both individual and systemic racial profiling in law enforcement. It is meant to be a resource, primarily for law enforcement authorities.
Thank you for your letter dated July 26, 2019, and for meeting with the Ontario Human Rights Commission (OHRC) on September 17 to discuss the government’s efforts to address systemic anti-Black racism in the OPS. In addition to our meetings with your office, the OHRC has met with the Black OPS employee network (BOPSers), as well as with individual employees with personal experiences of anti-Black racism in the OPS.
2012 - The Ontario Human Rights Code (the Code) provides for equal rights and opportunities, and freedom from discrimination. The Code recognizes the dignity and worth of every person in Ontario. It applies to the areas of employment, housing, facilities and services, contracts, and membership in unions, trade or vocational associations. Under the Code, every person has the right to be free from racial discrimination and harassment.
I am writing today to encourage you to adopt a broad human rights interpretation of the National Inquiry’s Terms of Reference and to offer our support as you pursue your important mandate.
