New groups are arriving in what were once homogeneous areas; the population is aging; there is a much greater awareness of the rights and needs of people with disabilities and a greater awareness of social justice issues in general, although much remains to be done.
The Ontario Human Rights Commission (OHRC) welcomes the opportunity to provide a submission to the Toronto Police Services Board (TPSB) on its Draft Policy on Race-Based Data Collection, Analysis and Public Reporting (Draft Policy).
The OHRC made previous submissions in 2014 , and in 2017 regarding Bill 89 Supporting Children, Youth and Families Act. The OHRC is pleased that many of its recommendations were incorporated into the current legislation.

COVID-19 has already taken tens of thousands of innocent lives around the world and, in the process, exposed our common hopes and fears.

Part of our work with police and security services is raising awareness of the need to accommodate different groups. As a result of our involvement of in one case, Sikhs who wish to enter a Toronto courthouse wearing a kirpan (stylized representation of a sword) now face fewer barriers according to a May 2012 settlement with the Toronto Police Service (TPS), the Toronto Police Services Board and the Ministry of the Attorney General.
The Government has the power to take action to protect people who are being harmed by racism and Islamophobia, and we call on it to boldly do so. There is considerable scope for the Government to develop positions, policies and programs that promote inclusion and respect, especially for racial and religious minorities. These types of actions are consistent with the values of Canadians and the Charter.
