    What is racial profiling?

    Racial profiling is a specific type of racial discrimination that pertains to safety and security. The OHRC currently defines racial profiling as:

    [A]ny action undertaken for reasons of safety, security or public protection that relies on stereotypes about race, colour, ethnicity, ancestry, religion, or place of origin rather than on reasonable suspicion, to single out an individual for greater scrutiny or different treatment.

    We heard about the different types of intersecting discrimination occurring because of race, citizenship, ethnic origin, place of origin, ancestry, colour or creed, in addition to mental health disabilities and/or addictions. We were told how perceptions about people’s disabilities can contribute to negative perceptions based on race in different ways.

  4. Commission appeals advance human rights law (fact sheet)

    June 2006 - Over the past ten years, the Commission has been involved in 72 judicial review decisions, 32 decisions on appeal at the Divisional Court, 40 decisions from the Court of Appeal, and 17 from the Supreme Court of Canada. As of March 31, 2006, the Commission was litigating 462 cases at the Tribunal, eight cases before the Divisional Court, three in the Ontario Court of Appeal, and two before the Supreme Court of Canada.

  5. Human Rights Project Charter - Windsor

    The Windsor Police Service (Service) and the Windsor Police Services Board (Board) for many years have been open to the concerns brought forward by various ethno-racial, cultural and faith organizations and communities. The Board and Service responded with Service-wide change initiatives aimed at protecting and promoting human rights and equity, including the development of a Diversity Statement in August, 2004.
    In view of these factors, the Board and Service approached the OHRC proposing a project charter modeled after the Toronto project charter.

  6. OHRC Comment regarding Canada’s upcoming 21st and 22nd Reports to the UN Committee on Elimination of Racial Discrimination

    July 16, 2015 - Canada's combined 21st and 22nd periodic Reports on the International Convention on the Elimination of Racial Discrimination (ICERD) are due for submission in November 2015 to the UN Committee on the Elimination of Racial Discrimination (CERD). The OHRC provides periodic input to government and to UN human rights treaty bodies regarding Canada’s reporting obligations.
