Dear Councillor Robinson and Mr. Leary:
I trust this finds you well. I am writing on behalf of the Ontario Human Rights Commission (OHRC) to commend the Toronto Transit Commission (TTC) on its recent commitments to implement a comprehensive system-wide anti-racism strategy to prevent racial profiling, and to change the structure and culture of the Transit Enforcement Unit. While these commitments provide an opportunity for the TTC to become a leader among transit agencies, they also represent an important first step in engaging in meaningful systemic change within the organization.
The OHRC has developed several tools that may be useful to the TTC in terms of next steps, including:
- Policy and guidelines on racism and racial discrimination
- Human rights and policing: Creating and sustaining organizational change
- Count me in! Collecting human rights-based data
The OHRC is also finalizing its new policy on racial profiling in law enforcement, which will be released this fall. Please feel free to follow up with us if members of the TTC would like training on racial profiling, or if you would like to consult the OHRC for expert advice on developing an anti-racism strategy or engaging in organizational change.
